يختص مجلس الإدارة بإصدار القرارات لتحقيق الأهداف التي أنشئ الجهاز من أجلها- يختص المدير التنفيذي بتنفيذ هذه القرارات والمعاونة في إدارة الجهاز وتصريف شئونه- خلو الأوراق مما يفيد موافقة مجلس إدارة الجهاز على القرار المطعون فيه قبل قيام المدير التنفيذي بإصداره يصم هذا القرار بالبطلان.
