اختصاص– تحديد الاختصاص القضائي أمر يختص به القانون وحده، وإضفاء التكييف القانوني السليم على طلبات المتقاضين أمر تملكه المحكمة وحدها- لا يمكن التسليم للمتقاضي بأن ينفرد وحده بتحديد اختصاص المحكمة واختيار قاضيه حسبما يضفي على طلبه من وصف.
